Both partners start normal pummeling and get into a rhythm of the movement... once the command is called out..in this case it is "Hakkeyoi" then the "bad guy" (picked before the drill starts) tries to hold tight to the "good guy" and not allow him to pummel/swim in for a better grip on the mawashi. This forces the good guy to learn how to create space to swim in ...whether that means dropping your level and trying ti put your head in their chest, smacking them with your shoulder to swim in, etc.
